I just get the impression that King Harrow has probably made a lot of really bad messes like this throughout his tenure and Viren was always left finding ways to clean those messes up with Dark Magic. If it weren't for Viren taking the initiative to find a 'creative solution' to have the best of both worlds, the realm would have been plunged into chaos, at least temporarily. Realistically speaking, if a ruler actually did this, it would almost certainly spark some kind of revolt (food shortages and revolts tend to go hand in hand). By just offering up his own people's food, he comes off as really naive and shortsighted. His heart is clearly in the right place, but it baffles me as to why a 'Servant' would volunteer 50,000 of his presumable 'Masters' to starve to death on behalf of a foreign entity. He's played off as a humble and just ruler, a 'Servant King,' as Viren calls him, but the only time we actually make a decision via flashback, it is to offer an already scarce supply of food to the Queens of Duren.
